The govt should continue with the dual pricing. The bulk buyers may switch to retail outlets only for a few months, Once the pricing of bulk supply and the retail pricing coincide with the regular increse of retail pricing we will not face this problem. All subsidies are Vote Bank motivated and cornered only by the Rich. Railways, Defence and core industries cannot resort to refills from retail outlets and it is only the fleet operators and State Transports who can perhaps have access to them, this can be curbed by laying down strict guidelines, in any case diesel prices are being raised every month and this cannot go on forever.
